Communications and Public Comments

Student Board Representative Report
Student Board Representative Kari Bazan shared updates from Hermiston High School, highlighting student achievements and involvement. Students participated in the FCCLA State Competition and other events, while spring athletics saw strong performances, including a baseball win and a state title for the dance team. Kindness Week promoted a positive school culture, and the All-City Band and Choir Concert is set for April 30. Kari also noted that seniors have about eight weeks left before graduation.

Hermiston Association of Teachers (HAT) Report
HAT President Jonathan Robledo shared updates recognizing staff and ongoing efforts across the district. He welcomed educators back from spring break and highlighted instructional coaches for leading professional development. He also noted upcoming participation in the Oregon Education Association Representative Assembly. Robledo emphasized the important role of classified staff.

Board Reports
Board members shared highlights from recent school and community involvement, including attending a district chess tournament and judging at the FCCLA state event. Business Report

Financial Report
Director of Business Services, Katie Saul, shared a February financial update, noting revenues are slightly above projections and back on track after a delayed state payment. Expenditures are also slightly above projections due to timing, not overspending. The district’s projected fund balance remains near 10%, aligned with its financial goal. Upcoming year-end adjustments, including a larger spring correction, will be reflected in future reports and budget planning.

Superintendent Office

Superintendent’s Office — Enrollment Report
Dr. Tricia Mooney shared a March enrollment update, noting total enrollment at 5,104 students, a slight decrease from the previous month and part of a continued long-term decline seen statewide. She explained this is influenced by smaller incoming kindergarten classes. Dr. Mooney also clarified differences in instructional time reporting and shared updates on legislative changes, a new public school schedule comparison tool, and upcoming recognition of the dance team.

Study Items

Study Items — ESD Partnership Discussion
The Board reviewed an update on the district’s current partnership status with InterMountain ESD, including historical context, service delivery, and evolving funding structures. Discussion focused on how changes in enrollment and funding streams have influenced current operations, as well as opportunities for regional collaboration, shared services, and long-term planning. The presentation also outlined potential timelines and considerations should the Board choose to revisit its status. Board members asked questions to better understand impacts on students, staff, and services, with a decision expected at the May 11, 2026 board meeting.
